Clark County Enterprise Zone

Type: Tax Abatement

Program Description:

The Clark County Enterprise Zone was established on July 1, 1990.  Local Incentives include: Sales Tax Exemption on Building Materials- Building materials that are eligible for the enterprise zone sales tax exemption include items that are permanently affixed to real property such as lumber, mortar, glue-down carpets, paint, wallpaper and similar affixed items and Property Tax Abatement- the abatement applies only to taxes on the increase in assessed value attributable to the new construction, renovation, or rehabilitation. Taxes based on the assessed value of land and existing improvements continue to be collected.
The property tax abatement is approximately an 85% abatement on improvements (not all taxing bodies participate such as Fire District, Townships, Park District, etc.) for the first 5-year upon completion.  In the 6th year owner pays 25%, 7th year owner pays 50%, 8th year owner pays 75% and the 9th year owner pays 100%.The Enterprise Zone Administrator must approve all applications before a project begins in order to qualify for the incentives.

 

City of Marshall Revolving Loan Fund

Program Description:

The City of Marshall has funds that have been recycled from previous successful CDAP applicants. These funds are available on a competitive basis to qualified applicants.

 

City of Marshall Utility Grant

Type: Grant

Administrator: City of Marshall

Program Description:

The City of Marshall offers a Utility Grant based on the following criteria: Must be a city utility customer that is a new business or an existing business expansion with job creation. The maximum grant amount is limited to $1000 per business per year. The grant can be applied to the business applicant’s utility account or be used towards utility hook-ups fees for a new business. All applications will be reviewed and approved by the City of Marshall’s Economic Development Committee on a case-by-case basis. Grants will be awarded on a first come/first serve basis as long as funds are available. The City of Marshall reserves the right to accept or reject any and all applications
